Marshall Diakon said… simple church that is not "transitional" (transitional: borrowing some institutional or parachurch forms & methods) takes up a collection when a specific need (or for a simple church in another place facing a specific need) arises. Members generally hold in reserve what they would give until such place & time that the Spirit directs them to give it. (There is no obligation to give at the place which they frequently are gathered as ekklesia.)
No 501(c) needed. Giving is most often direct or pass-through. Also, here's a link to the Federal ruling establishing no 501 filing requirement for churches: Federal_Tax_Ruling_407_92_1.pdf
